Warley was the county borough formed in 1966 by the combination of the existing county borough of Smethwick with the towns of Oldbury and Rowley Regis. A Tividale area of Tipton and a diminutive fragment of Dudley also became part of Warley. Smethwick & Rowley Regis come geographically around Staffordshire, while Oldbury is geographically within Worcestershire. For ceremonial purposes a fresh county borough was situated around Worcestershire. Warley took its title from either Warley Forest, an metropolitan area straddling a Smethwick/Oldbury boundary.

On the formation of the West Midlands metropolitan county in 1974, a county borough of Warley merged by using the county borough of West Bromwich to form the Metropolitan Borough of Sandwell.

Renowned population from either Warley include a comedian Frank Skinner, the actress Julie Walters and Fleetwood Mac member Christine McVie.
